A model is proposed for the disk galaxy which is located in the midst of a massive halo in a shape of the Jacobi ellipsoid. It is clarified that in a stellar trajectory there are two eigenfrequencies splitted out due to a non-axisymmetry of gravitational potential of the halo. Using an exact solution for the stellar motion, a distribution function is constructed to derive the rotation curve in the disk. The result is comparable with the observations.
