An estimator is derived which depends only on the specular-to-scattered power ratio in a Rice distribution. It is shown how this estimator may be deduced from experimental amplitude distributions and how to assess the probable error associated with it when the data consist of a limited number of independent samples. The method is then applied to data obtained from synoptic observations of D-region partial reflections. The results of this investigation indicated that D-region amplitude distributions, when assessed over a long time interval, exhibit all the characteristics which would be expected if they were random samples drawn from a Rayleigh distributed parent population.
