A consistent theory of a spinning fluid in the gauge theory of gravitation is developed on the basis of a first-order variational principle. The proposed theory is useful not only in Einstein-Cartan theory but also in a broader class of gauge theories in which the gravitational Lagrangian contains quadratic terms according to torsion and curvature. The theory can also be used to study cosmological models in which the matter (galaxies and galaxy clusters) has an internal moment.
