A semiempirical quantitative model is constructed to explain recent observations of convective electric fields and Birkeland currents during northward IMF. The total potential convection is considered to be the sum of three parts, a positive Bz convection with two reverse cells and a convection with a single cell controlled by By, both of which are based on Crooker's antiparallel merging model and are located within the polar cap, and a viscous convection with two crescent cells around the polar cap boundary. The model is used to deduce Birkeland currents, and, assuming an E(N0) value of 20-40 mV/m, a potential drop across the polar cap of about 30 kV is found, in good agreement with observations.
