We propose to obtain mosaic photometry of the galactic plane in H(alpha) and VRI to detect low mass black hole binaries in quiescence. Up to now, the initial identification of black hole binaries has been through their X-ray emission. This introduces a significant selection effect in sampling the existing black hole systems, since a large fraction of all black hole binaries may be in quiescence or persistently faint. Most quiescent black hole binaries have bright H(alpha) emission from the outer disk which distinguishes them from the population of field stars. We propose to survey the galactic plane using the mosaic imager to identify new quiescent systems.
