The inability of conventional many-body theories to fully explain (p,p') polarization transfer measurements at 200 MeV, especially for the 6-, T=1 state in 28Si, has encouraged searching for new physics in the nuclear medium. Applications of the Brown-Rho scaling concept within a realistic nuclear matter framework did not yield any improvements. However, evidence has been reported [1] that vector meson spectral functions in the medium may be modified beyond a simple mass shift. We are in the process of confronting these ideas with (p,p') data, while at the same time re-examining more standard approximations and the role of additional degrees of freedom in the baseline interaction. .
