This paper derives a new class of model universes which satisfy the Einstein field equations and whose space-like hypersurfaces are two- dimensional. It contains universes which are matter dominated but have no horizons. This is in contrast to the standard Friedmann models which have no horizons only if they are empty. If our universe passed through such a spatially two-dimensional phase, it might be possible to account for its present large-scale homogeneity.
