A procedure for determining the electron concentration, mean free path, and hence the conductivity of the cosmic plasma by measuring the impedance of an antenna in a spherical cavity is discussed. A standing field - surface plasmons - is formed on the surface of a plasma sphere in an electric field; it turns out that the same is true of a dielectric sphere in a plasma environment. Thus the impedance of an antenna in a spherical cavity rises, and measurement of the resonance frequency and the width of the resonance curve provide a measure of the desired concentration and mean free path.
