We propose a new mechanism for kaon condensation in dense neutron-star medium that relies on the ``decay'' of energetic electrons to kaons and on the nuclear symmetry energy without requiring ab initio pion condensation. The basic mechanism is in a way related to the Kaplan-Nelson mechanism of the dropping kaon mass in dense medium, with a critical density near that predicted by Kaplan and Nelson but its physics is basically different. Some profound implications on stellar collapse and neutron star cooling are also discussed.
