The proximity of Phobos to the Roche limit and its implications for the
Phobos mission are examined. The process of the accumulation of regolith
at the proximal and distal ends of Phobos shortly before Phobos reaches
the Roche limit is described. The possibility of using the Phobos
mission to test predictions concerning this process is considered.
