Effects of nonstationary action on the dynamical evolution of noninteracting particles in a certain smoothed regular field are studied. Various forms of perturbations of the spiral-wave type with slowly changing parameters are considered. Qualitative features of the action of the nonstationary perturbation are identified. It is shown that there is a category of captured stars which move together with the resonant zone and fill the phase space in domains not contiguous to one another. It is concluded that during the time interval when a certain zone is resonant one, a temporary local decrease of density must occur.
