A new nonlinear process is proposed for explaining the high effective temperatures of pulsar radio emissions. The process is based on the excitation of low frequency Alfven waves by waves resonantly interacting with the electrons and positrons in the pulsar ultrarelativistic plasma. It is shown that this process is very effective in the creation of radioemissions with very high effective temperatures and has a large safety factor.
