The Bolivian-USSR astronomical observatory near Tarija (Bolivia), which began its activities in 1982, is described with special attention given to the observatory's instruments and devices and the observational conditions. Results are described of observations of 200,000 faint stars, 2822 bright stars (with magnitudes not above 6), and Halley's comet, made with the observatory's astrograph.
