A system consisting of a balanced pair of polarizing interferometers is described which is intended for balloon-borne measurements of the microwave background radiation and terrestrial atmospheric emission in the wave-number range from 5 to 20 kaysers with a resolution of 0.01 kayser. The detectors to be used with the system are discussed, along with the input channels, maintenance of a temperature balance in the system, and experimental goals. It is noted that the objective of the first flight is to compare atmospheric spectra, in which the microwave background is cancelled out by differential measurement, with results obtained previously at the same altitude.
