In order to increase the range of applicability of photometric observations a photon counting instrument with 15 simultaneous photomultiplier channels has been developed. The 15 channels result from UBVRI colours of three sources selected by three quartz fibers in the focal plane of the telescope. The time resolution can be selected to lie between 10 ms and 25.5 s. Furthermore the system provides on-line graphics and statistical analysis. This paper describes in detail the instrument, the software facilities, observing methods and reduction procedures. Problems concerning the accuracy, especially with respect to the differences compared with the classical single channel photometric techniques are described and some demonstrative results are given.
