The paper presents a modeling solution of the inverse problem of radio-wave scattering for determination of volumetric parameters of inhomogeneities in the electron concentration in the ionosphere using statistical characteristics of angles of incidence of the reflected radio signal. The simplest solution requires two basic conditions: (1) that wave propagation be normal to the plane of the magnetic meridian, and (2) that the frequency of the probing radio wave be close to the maximum penetration frequency.
