A model of a passive probe for determination of electric field strength in the free atmosphere is developed. This model shows that the same probe can be used to determine mean monosigned ion conductivity and also conduction current density. Simulation of typical experimental conditions is used to derive the response to small altitude-dependent conductivity fluctuations. Results from a passive probe sounding indicate that conduction current density was nondivergent to (at least) 26 km and that small-scale conductivity fluctuations were only around plus or minus 3% of the mean value.
