The growth rates of the second harmonic ordinary, extraordinary, slow extraordinary, and whistler modes of electron cyclotron maser instabilities are studied. The relativistic effects of electron cyclotron frequency and electron velocity are taken into account as well as Landau and cyclotron damping. A model is presented for the excitation of the UFFS (ultrafast fine structures) present in microwave bursts. A nonlinear wave is assumed to be a trigger mechanism so as to explain the millisecond time structure of the UFFS. The results are related to the precipitation of energetic electrons which are accelerated to 10-100 keV from the top of a coronal magnetic loop.
