This paper presents a unified model of westward-traveling surges (WTSs) and the generation of Pi 2 pulsations during substorm onsets, based on the zero-order WTS model developed by Rothwell et al. (1984 and 1986). Assuming, on the basis of the Inhester-Baumjohann (Inhester et al., 1981; Baumjohann, 1983) current model that the zero-order electron precipitating current controls the surge motion, the motion of this current system and its coupling to the magnetosphere are investigated. It was found that the electron temperature anisotropy in the plasma sheet plays a major role in determining the direction of the surge propagation, while the initial amplitude and phase conditions are crucial in determining the pulse shape. The dominant period of the Pi 2 pulsation was found to be equal to twice the north-south dimension of the surge divided by a term which is proportional to the poleward velocity of the boundary. It is shown that the poleward surge velocities and Pi 2 pulsation periods measured during the magnetospheric substorm of June 23, 1979 are consistent with the model.
