The GIOTTO spacecraft potential and sheath structure were predicted. The contributions of ambient plasma, and the effects due to higher fluxes expected upon closer approach to the nucleus are discussed. The spacecraft potential is less positive in the presence of ambient plasma. The positive potential barrier adjacent to the center of the bumper shield is high enough to return most of the ions emitted from the central portion of the shield to the surface. The height of this potential barrier relative to the spacecraft increases proportionally to the square root of the flux and is insensitive to the absolute potential of the spacecraft (so that 500 V barriers can occur when the flux increases by 1000). Ions escape from the edge region of the shield rather than from the center. The possibility of multiple steady states is discussed.
