To measure the satellite oscillator frequency accurately is of great significance for transmitting time and frequency information by satellite, and the difficult point of the measurement is to deal with the Doppler frequency shift. An accurate method for measuring the satellite oscillator frequency at a single ground station without satellite orbit determinating system is presented. The radial velocity of the satellite relative to the main control station can be estimated from the relationship between the Doppler frequency shift and the frequency difference between the two downward signals. Then the satellite oscillator frequency can be calculated after one of the two frequencies of the downward signals has been measured. The measurements show that the accuracy of this method is better than 2.4 × 10-10.
