The Canadian and Southern Galactic Plane surveys provide unique datasets to study the phases of the neutral hydrogen gas (HI) in the Galaxy, as they have an unprecedented sky coverage at arc-minute resolution. By comparing the absorption towards continuum background sources at 1420 MHz to the emission from the HI gas, the temperature of the cool gas and other parameters can be determined. My focus is on the far outer Galaxy, and in particular the coldest atomic gas that is close to the molecular transition. I present a two-phase analysis of over 500 absorption spectra, which provides new detail on the physical state of the gas and the radial variations.
