Studies concerning the development of a liquid propellant booster using a cluster of conventional rocket motors to produce a total thrust of 1.5 million pounds began in April 1957. By November 1958 four flight test vehicles had been approved. On January 18, 1960, the Saturn project was approved as a program of highest national priority. Attention is given to handling problems concerning the various Saturn stages, questions of payload capability, major changes to the Saturn C-1 program in connection with the Apollo program, the first C-1 launching on October 27, 1961, and plans for Nova.
