An ionospheric model is developed which yields the evolution of the F-region at arbitrary mid- and high-latitude sites in terms of the electron density and the magnetic field parallel ion drift. The model was used for the European Incoherent Scatter (EISCAT) site near Tromso, Norway. A comparison of model results with a representative set of EISCAT electron density data shows good quantitative agreement within +/- 30 percent throughout the F-region. The results are considered to be less reliable when the EISCAT site resides in the auroral oval. The behavior of the magnetic field parallel ion drift was also predicted quite satisfactorily. Data obtained support the suggestion that the presently available theoretical O+ -O collision frequencies should be increased by a factor of 1.5. It is also confirmed that the MSIS model provides a resonable quantitative neutral atmosphere input. The HWM-90 neutral wind model is appropriate for altitudes below the F2-peak but does considerably estimate the nighttime equatorward wind magnitude in the F2-layer in the case study under consideration.
