A theory is developed for a flow-through cyclotron maser based on a magnetic force tube with a high-plasma-concentration fiber. Energetic electrons with an anisotropic velocity distribution enter the cyclotron maser in the process of magnetic drift, are incorporated into the cyclotron instability, and leave the fiber with an isotropic velocity distribution. The important role of resonance particles in the development of the cyclotron instability is emphasized. The temporal characteristics of the spiking mode and the intensity and spectral characteristics of the excited waves are determined.
