A radial distribution of the far infrared luminosity function in the northern portion of the galaxy is indicated by a homogeneous survey of the Milky Way from 0 to 85 deg in the 71 to 95 and 114 to 196 micron wavelength bands. The volume emission and the emission per unit mass of interstellar mass increases from the sun orbit to the central region of the galaxy, with peak values at the Sagittarius spiral arm and the '5 kpc ring'. It is concluded that a deficiency of O-stars exists compared to the solar vicinity due to the variation of the inertial mass function along the galactic radius.
