In this paper we discuss the possibility of building a neutrino facility
at the Spallation Neutron Source presently under construction at ORNL.
At such a facility an extensive long-term program can be established to
study neutrino nucleus cross-sections in the range of interest for
nuclear astrophysics and nuclear theory.
