A multipurpose neutrino detector is described to measure neutrino
oscillation with high sensitivity and other neutrino cross sections, of
interest to astrophysics. This detector could use the high intensity,
fast-spill beam produced by the Spallation Neutron Source under
construction at the Oak Ridge National Laboratory.
