A model of a cylindrically symmetric space-time with two degrees of
freedom which is of Petrov type I degeneracy is constructed. The energy
momentum tensor is assumed to be that for a perfect fluid. Expressions
for expansion, rotation, shear, path of test particle, and the
generalized Doppler effect are obtained.
