A description is given of a cosmological model which is cylindrically symmetric. The model corresponds to the nondegenerate Petrov type I. The assumption is made that the energy-momentum tensor has the characteristics of the tensor of a perfect fluid. It is pointed out that the model is not a particular case of a Lemaitre universe. It represents an expanding and shearing but nonrotating fluid flow which is also geodesic. The derivation of the line element is discussed and some physical and geometrical features of the model are considered.
