The present investigation is concerned with the theoretical development of a uniformly valid solution for describing the polar motion of a layered viscoelastic earth. The investigation has the objective to clarify certain issues and to develop systematically the theoretical procedures which are necessary for a complete understanding of the polar wander phenomena. Attention is given to a complete solution of linearized Liouville equations for polar wander, a classification of the rotational spectral responses for all models, the instantaneous speed of polar wander, the asymptotic solution for a homogeneous model, the averaged velocity of truncated models, the averaged polar speeds for the complete and the truncated models, and a time-dependent mean pole speed for the four-layer models.
