We propose a new, deep systematic survey of 20CM Radio Recombination Lines (RRLs) in the visible part of the Galactic plane in the fourth Galactic quadrant; long = 305-345 degrees, lat = +/- 2.0 degrees. Our key goals for this proposal are (a) to outline the spiral arm structure in this part of the Galaxy by identifying new HII regions (and obtain kinematical information on existing ones), and (b) characterize the distribution and nature of the RRL emission.
