A W-band phase-locked Gunn oscillator has been developed for using as a local oscillator for Purple Mountain Observatory 13.7 m millimeter-wave radio telescope. Two kinds of Gunn oscillators and the harmonic mixer of the PLO system are constructed. The operating range is 40 GHz and the output power is greater than 5 mW over its operating range. The output signal of servo amplifier in PLO controls the bias voltage of Gunn oscillator to phase lock the Gunn oscillator over more than 100 MHz tuning range.
