The flare activity of comets and the structure of solar-wind streams are correlated on the basis of data from Pioneer 10 and 11, Vela-3, and IMP 7 and 8 at heliocentric distances of 1-6 AU. It is shown that velocity waves of the solar wind may be responsible for comet flare activity. The observed distribution of the parameters of comet flare activity in the 11-year cycle is found to be correlated with the distribution of the area of coronal holes.
