This note contains a sketch of the goals and design for the KOPIO experiment, which will run at BNL. Designed to measure the branching ratio for the rare decay mode KL -> π 0 ν bar {ν } as predicted by the Standard Model, KOPIO will provide a measure of the height of the Unitarity Triangle. The height of the triangle, taken in conjunction with data on the decay mode K+ -> π + ν bar {ν }, completely characterizes CP Violation in the SM.
