There are two conditions that the parallel E field in Birkeland current sheets must satisfy: (1) E parallel must be self-consistent with the particle distributions and the turbulence; and (2) E parallel must obey equations that satisfy the conservation laws. A new fluid theory in the guiding-center and gyrotropic approximation that included the effect of wave-particle interactions for weakly turbulent, weakly inhomogeneous, nonuniformly magnetized plasma was recently given by Jasperse, Basu, Lund and Bouhram [Phys. Plasmas 13, 072903 (2006)]. Using the fluid theory, calculations of E parallel that satisfy the above conditions for both upward and downward Birkeland current sheets are presented and discussed.
