Evidence is presented showing that the maximum electron density in the
E-layer, Nm(E), is not uniquely determined by the sun's zenith distance,
[chi], being less in local summer than in local winter under conditions
of constant [chi]. It is concluded that the atmospheric response to
solar ionising radiation, at the E-layer level, varies with the season.
