HI surveys of the Virgo Cluster have revealed a remarkable isolated HI cloud, VIRGOHI21, with clear evidence of rotation yet unaccompanied by any optical emission. The HI mass, circular velocity, and physical size are all typical of luminous galaxies of 10^{10}-10^{11} Msun, yet deep optical follow-up observations provide an upper limit of only 31.1 I mag/arcsec^2. Thus, VIRGOHI21 is among the first true ``dark galaxy'' candidates - a theorized population of dark matter halos whose detection has so far remained elusive. We propose a short XMM-Newton observation of VIRGOHI21 to immediately settle whether or not it emits X-radiation.
