The regions where radio emission is low are associated with those of low HI density and of strong soft X-ray emission. These regions, called HIRX, are filled with a hot plasma which expels magnetic fields and evaporates HI clouds. They are formed by the blast waves generated by supernova explosions and by the expansion of hot matter formed by the blast waves. Cosmic rays are convected by the expanding plasma high above the galactic gas disk. This convection mechanism may provide a basis of the diffusion-convection model of galactic cosmic rays.
