In the present paper, the problem of minimizing losses in the total characteristic velocity in the orbital transfer in a plane is studied. The shape and dimensions of the neighboring orbits are defined by the eccentricity plus an orbital parameter (or the energy and area constants, or the pericentric and apocentric distances). The angle formed by the lines of apsides of the orbits is not fixed. It is shown that in the case of elliptical orbits the optimal transfer problem can be reduced either to the problem of a three-impulse transfer, each impulse being applied at the apsis points orthogonally to the radius vector; or to the problem of orbital transfer during a prescribed time.
