In the present paper, an attempt is made to systematize cosmic ray spectra and fluxes recorded during the 19th and 20th cycles of solar activity. Distribution functions of time intervals between flares are obtained, along with flare distributions with respect to flux and rigidity, and distributions of magnetic disturbances with respect to the amplitude of Dst-variations. These distributions represent a statistical model of the radiation environment created by solar flare protons during periods of maximum solar activity. The model is useful for assessing the radiation hazard for manned space vehicles.
