Concepts considered by Ott (1978) in an analytic model are extended, taking into account the origin of drag. It is shown how both large-scale and small-scale density irregularities arise in the region between bubbles. Qualified and preliminary predictions are made concerning the wave number spectrum of velocity, electric field, and density irregularities in this region. Attention is given to the role and implications of vortex formation in equatorial spread F and some implications of two-dimensional turbulence theory. It is shown that the upwelling low-density regions which occur during equatorial spread F should create sets of counterrotating vortices in the background fluid which form a wake behind the bubble.
