The work of the URSI/IAGA Joint Working Group on 'Structure and dynamics of the thermosphere, ionosphere and exosphere' is summarized and discussed in light of ionospheric problems that should be examined during the International Magnetospheric Study. Topics discussed include energy and ion balance in the thermosphere and in the E and F regions, basic thermospheric structure and dynamics (with emphasis on thermospheric winds and waves), magnetosphere-ionosphere interactions, and variability in the ionosphere.
