It is argued that if topology change is allowed in quantum gravity, it is possible to create a Wheeler wormhole, i.e. a pair of oppositely charged extreme Reissner-Nordstrom black holes identified at their throats, in an electromagnetic field. The instanton describing this process is found, and the tunneling rate computed in the semiclassical approximation.
