The reference axes used to calculate the ephemeris-nutation correction for the coordinates of celestial objects are discussed. The method of Woolard (1963), which is based on the instantaneous rotation axis and corrects for dynamic nutation with von Oppolzer's terms, is compared with that of Atkinson (1973, 1975), which is based on the axis of figure and does not require von Oppolzer's terms, and which was adopted by the IAU General Assembly in 1976 and 1979. Meridian-latitude, meridian-time, astrolabe, and VLBI observation techniques are considered theoretically and shown to support a return to the use of the instantaneous rotation axis, treating the dynamic nutation as a quasi-diurnal forced polar motion along the earth's surface.
