The problems involved in generating and maintaining stable time scales, and time and frequency comparison are treated. The history of the various definitions of time, both the astronomical and the atomic time scales is presented. A definition of the concept of stability and its measure, and the most common precision frequency standards and their properties are given. The most important terrestrial methods of time and frequency comparison are demonstrated. A time keeping station and the time scale generated with it are described.
