The rapid rotation rate of ~1.5 ms of the newly discovered pulsar PSR
1937+21 is attributed to spin-up in a long-lived mass transfer binary.
Such a history leads to a prediction of a very low period derivative ~6
x 10-19ss-1 for this pulsar. The gravitational
radiation from this pulsar is expected to be negligible.
