The solar neutrino problem and the problem of large concentrations of He-3 in flare regions are considered. It is shown that hypotheses about the 'missing' solar neutrinos can be reduced to five plausible mechanisms: the possible burning of He-3 deep within the sun, neutrino oscillations, neutrino radioactivity, jump-like mixing deep within the sun, or a deviation of the ion velocity distribution from Maxwellian form in the high-energy tail. Results are discussed for recent investigations of solar neutrons, gamma quanta, and flare-associated hydrogen and helium isotopes. It is suggested that the observed He-3 enrichment may be associated with an acceleration of low-energy particles in interplanetary space.
