Results are presented on the short-term bursts of electrons with energy above 30 keV recorded aboard a Prognoz satellite during the intersection of the magnetopause and the front of a standing shock wave, as well as in the interplanetary space. It is shown that near the magnetopause, there exists a stationary layer of electrons characterized by low anisotropy. The anisotropy of sporadic electron bursts in the transient regions is low as well. In the interplanetary space, the electron bursts on the outside of the cited wave front is highly anisotropic (up to 100%), where maximum electron flux is directed toward the sun. This shows that the electrons in the bursts are of terrestrial origin. Bursts of soft protons with energy in the range 28-53 keV are occasionally observed.
