We consider the general properties of helium flash near the surface of an accreting neutron star. We discuss mainly the condition required for the helium flash and the energy available under wide ranges of the accretion rate and of the thermal status of the neutron star, but the time development of the flash is not discussed in the present paper. We have found that the helium burning shell undergoes bursting behavior under a restricted range of accretion rates and the energy available depends critically on the core temperature or core luminosity of the neutron star. In terms of these results, we derive some constraints placed on the helium flash model of X-ray bursts which are to be compared with observations.
